PC Setting is a new part of Windows 8.1 and 8 where you can change the setting of your PC. Most of the settings that you'll want to change can be found in PC Settings. It can be regarded as the fastest way to access PC Settings from the Start screen is to use the user menu on the top right. Click or tap on Change account picture.
Note that this opens PC Settings and takes you to the Personalize section in Windows 8 and the Account section in Windows 8.1.
For Windows 8.1, open your Apps screen, and click or tap on the PC settings tile.
